Before you start building a house in Kerala, you need a building permit from your panchayat, municipality or corporation. Applications now go online through K-SMART, and small homes pay no permit fee at all. Here is how the process works, what you need, and how long it takes.
Quick answer: Apply for a Kerala building permit online through K-SMART. A licensed engineer or designer uploads your plans, you approve with an OTP, and your panchayat or municipality issues the permit. Small homes pay no permit fee after the August 2024 cut, and a permit is valid for 5 years.

Who issues building permits in Kerala?
Your local body issues the permit: the grama panchayat in rural areas, and the municipality or corporation in towns. Plans must follow the Kerala Panchayat Building Rules (KPBR) or the Kerala Municipality Building Rules (KMBR), which set the setbacks, coverage, floor area and parking rules for your plot.
Local body
Panchayat, municipality or corporation, depending on where the plot is.
Licensed professional
A registered engineer, architect or building designer prepares the plans and submits them for you.
Online on K-SMART
Applications, fee payment and the permit itself are handled through the state’s K-SMART system.
Faster for small homes
Low-risk residential buildings can get a permit on self-certification by the owner and the licensed professional.
Documents you need
- Title deed of the plot in the applicant’s name.
- Latest land tax receipt and possession certificate from the village office.
- Site plan, building plan, sections and elevations prepared and signed by a licensed professional.
- Land type confirmation. The plot must be classified as land you can build on. Land recorded as paddy land or wetland needs separate clearance first.
- Aadhaar-linked mobile number for the owner’s K-SMART profile and OTP approval.
How to apply on K-SMART
- Your engineer prepares the plan to KPBR or KMBR rules after checking the plot, road width and setbacks.
- The plan is uploaded on K-SMART by the licensed professional, where it is checked against the building rules.
- You review and approve the application from your own K-SMART login with an OTP.
- Pay the permit fee online. The system works it out from the built-up area.
- Receive the permit. Low-risk homes can get it quickly on self-certification. Larger or complex buildings go through inspection and approval by the local body.
Building permit fees in Kerala
Permit fees were raised in April 2023, then cut sharply from August 2024 after public objections. As things stand:
The exact amount depends on your local body and floor area, and K-SMART shows it before you pay. For the full cost of building, see our house construction cost guide, and for timelines, how long it takes to build a house in Kerala.
Common reasons for delay
Coastal areas such as Alappad also need CRZ (Coastal Regulation Zone) checks before a permit. Building differently from the approved plan can lead to fines or problems at completion, so build exactly to the permit.
