Commercial Building Construction in Kollam (2026): Permits, Planning & Cost Guide

Planning a shop building, showroom, office or godown in Kollam? A commercial building is a business asset, so the plot, approvals and design need more care than a house. Here is everything to check, step by step.

What counts as a commercial building?

Kerala’s building rules treat these as non-residential. Setbacks, parking, toilets and fire safety depend on the use and size, so decide early what the building is for.

Check the plot before you plan

  • Land type. Confirm the land is garden land (purayidam), not paddy land or wetland. Land in the data bank under the Kerala Conservation of Paddy Land and Wetland Act needs conversion approval, which can be slow or refused.
  • Road access and width. The road in front of your plot affects how tall you can build, the setbacks and the floor area allowed.
  • Zoning. Where a town planning scheme applies, it decides what the plot can be used for. Check before you buy.
  • Highway plots. NH 66 plots have extra setbacks from the highway, and commercial access onto a national highway may need separate permission.

Permits and approvals

In Kollam district, permits come from your local body: Kollam Corporation, the municipalities of Karunagappally, Paravur, Punalur and Kottarakkara, or the grama panchayat. Municipal areas follow the Kerala Municipality Building Rules (KMBR) 2019 and panchayats the Kerala Panchayat Building Rules (KPBR) 2019. Applications are made online through the Sanketham building permit system.

  • Title deed, latest land tax receipt and possession certificate
  • Location and site plan
  • Drawings signed by a licensed engineer or architect
  • Fire & Rescue Services NOC for larger or multi-storey commercial buildings
Rules are changing. The Kerala government has announced amendments to speed up permits, including faster approval for smaller commercial buildings. Confirm the current requirements for your plot before finalising the design.

After construction you will also need the occupancy certificate, a suitable electricity connection (often three-phase) and a trade licence to run the business.

Design for your business

🏬

Frontage first

Shops earn from visibility. Plan wide openings, shutters and signage on the road side.

📐

Flexible layout

A column grid with few internal walls lets you combine or split shop rooms for tenants later.

🏗️

Ready for more floors

Design foundations and columns for future floors now. It costs far less than strengthening later.

🚗

Parking & access

Rules set parking, toilets and access, and customers expect easy parking.

⚡

Services

Plan electrical load, water, drainage and fire safety early, especially for clinics, restaurants and godowns.

What affects the cost of a commercial building?

Cost depends far more on the specification than the location:

StructureLarger column-free spans, extra floors and heavier floor loads (for godowns) need more steel and concrete.
Frontage & finishesGlass fronts, cladding, flooring grade and false ceilings add up quickly.
ServicesThree-phase power, fire safety systems, lifts and air conditioning.
Shell or ready-to-useMany owners build a bare shell and let tenants do their own interiors, lowering the upfront cost.
Site workCompound wall, paved parking, drainage and any filling or retaining walls.

For current material and per sq ft rates, see our construction cost guide. For an accurate figure, we prepare a detailed estimate from your plot and drawings.

How long does it take?

Soil check & designFinalise drawings before anything else.
Permit approvalComplete documents avoid the most common delays.
Foundation & structureColumns, beams and slabs, floor by floor.
Masonry & servicesWalls, shutters, wiring, plumbing and drainage.
Finishing & handoverFlooring, painting, occupancy certificate and keys.

A single-floor block of shop rooms can be finished in a few months once the permit is in hand; multi-storey buildings take longer.

Frequently asked questions

Do I need a fire NOC for a shop building?

Small single-storey shop rooms usually do not, but larger and multi-storey commercial buildings need a No Objection Certificate from Kerala Fire & Rescue Services. Your engineer will check the requirement for your building’s size and use.

Can I build shops on the ground floor and a house above?

Yes, shop-cum-residence buildings are common in Kerala. The design must meet the rules for both uses, including separate access and parking.

Who issues the building permit in Kollam?

Your local body: Kollam Corporation, the municipality, or the grama panchayat where the plot is. Applications are made online.

Do you build only houses?

No. Areena Constructions builds both residential and commercial buildings, from shop rooms and showrooms to offices and godowns.
